  Up-to-date skills for workers are important, so the government should pay for the training courses for all adults who are over 25 years old to let them get new skills.

  First, limited government funding (investment) gives rise to the outcome that the learners cannot master the skills sufficiently.

  Government usually commission the local vocational schools to implement the training,but because the government cannot afford to the full course fees, the vocational school may complain that government support was not nearly enough to cover the cost of teaching. For example, a vocational School receives a subsidy of Rmb800 per person for make-uptraining that normally costs more than Rmb2,000. The gap meant the school could either provide well-rounded training at a loss or cut corners to make ends meet. The city government allowed schools to trim the length of the course to 120 hours from the standard 300.

  Second, it is hard for the government to predict accurately which industries are lack of skilled workers most, so random subsidies are a waste of money.

  Which industry needs more skilled labors should be determined by the market. According to economic principles, the demand for professional labors in each industry is constantly changing in different stages. Government investment in training course means that the government would only take current the current supply and demand relationship into consideration to determine the number of trainees in each industry arbitrarily(武断的),which may result in a shortage of staff in a certain industry but a surplus of skilled workers in others. what is the worse, it is possible that the government s forecast in the current labor market is also inaccurate. Both cases mentioned above will cause a waste of government funds.

  Third, the adult over 25 years may not treat thetraining courses seriously.
